Social Procurement Tools and Templates
BCSPI members get access to a number of social procurement resources designed by subject matter experts. Member resources include templates, guides and a library packed with examples. Combined with BCSPI’s Community of Practice and access to Buy Social Canada’s team of experts, these resources make implementing social procurement achievable and management. This template provides a complete outline for a municipal purchasing policy inclusive of social procurement. It is fully customizable and members can easily insert information and other clauses specific to their organization throughout.

With a passion for understanding the systems around us and working collaboratively on community-centred solutions, Tori believes in people and the power of shifting perspectives and objectives to create monumental change. As Chief Operating Officer at Buy Social Canada, Tori spearheads consulting and education, championing the work of social enterprise and social procurement.
Rory Kulmala – CEO, Vancouver Island Construction Association
Rory Kulmala is a seasoned executive leader and current CEO of the Vancouver Island Construction Association (VICA), a role he has held since 2017. With over three decades of experience in the construction sector, Rory has demonstrated exceptional skills in project management, strategic planning, governance, and team leadership across various industries. His extensive background in project management and infrastructure development features roles with BC Ferries, BC Transit, and BC Investment Management Corp. In addition to being a retired naval officer veteran with nearly 30 years of service with Canada’s Naval Reserve, he is also deeply involved in his community, contributing as a trustee and member of program advisory committees at Camosun College, the University of Victoria, and Vancouver Island University. Rory holds a Master of Business Administration from Royal Roads University, a Diploma in Civil Engineering Technology from Confederation College, and certifications including Project Management Professional (PMP) and Applied Science Technologist (AScT).
Kristi Fairholm Mader – Scale Collaborative
Kristi Fairholm Mader (KFM) has always worked in the social impact sector. After 10 years as a youth worker, she returned to school to complete a business degree, with a focus on social enterprise. Kristi founded and supported several employment social enterprises, and was Director of Social Enterprise for Planned Lifetime Advocacy Network. In 2014, Kristi co-founded Scale Collaborative to support growing a thriving social change sector. Within Scale’s family of organizations, KFM is the Managing Director of Thrive Impact Fund and Scale Institute Society.
Elizabeth Chick-Blount – Buy Social Canada
Elizabeth is the Chief Executive Officer of Buy Social Canada. In this role Elizabeth coordinates and connects Buy Social Canada’s work with public, institutional, and private sector purchasers to design and implement Social Procurement and Community Benefit Agreement policies and practices. Elizabeth has a degree in Law from the University of Cambridge and is a graduate of Year Here, a post-graduate program in Social Innovation and Social Enterprise. Elizabeth’s experience spans study in Law and legal research, frontline roles in communities, consulting for the public sector, and working with social enterprises in the UK and Canada. Elizabeth understands the importance of ensuring cross-sector collaboration and community co-creation in the work needed to build healthy, thriving, and accessible communities.
Em Chapman – Buy Social Canada
As Buy Social Canada’s Social Procurement and BCSPI Coordinator, Em primarily applies their ability to connect with and understand people. Em collaborates with public and private partners across BC and Canada to advocate for social procurement and community benefit practices. They support team members and engage with the social enterprise and social procurement community to advance these goals. Whether gathering subtrades for social value reporting, assisting municipalities in integrating social value into infrastructure projects, or guiding their team and clients through various initiatives, Em strives to offer tailored support.
